Jakarta, BarisanBerita.com,- Grebek lumpur yang digelar Pemprov DKI Jakarta dianggap dadakan dan tak bakal optimal mengatasi banjir di Ibukota.
Anggota Komisi D DPRD DKI Jakarta, August Hamonangan mengkritik program gerebek lumpur yang dikerjakan Pemprov DKI Jakarta tidak optimal dalam penanggulangan banjir. Alasannya, program tersebut dikerjakan dadakan dan tidak melibatkan masyarakat.
“Pelaksanaan dadakan dan belum melibatkan peran serta masyarakat sepenuhnya,” katanya di Jakarta, Selasa (2/11).
Dia pesimis dengan target Anies, banjir di Jakarta tak lebih dari 6 jam sudah surut, akan terealisasi. Sebab menurut pantauannya, infrastruktur penanggulangan banjir masih belum cukup memadai.
Misalnya saja, pada banjir yang terjadi Senin (1/11) sore, di Cipinang Melayu, Kecamatan Makasar, Jakarta Timur, mengalami banjir akibat banjir kiriman dan hujan lokal.
Melihat kondisi tersebut, August menyoroti drainase yang disediakan Pemprov tidak memenuhi kapasitas.
“Kalau hujan lokal (kemudian banjir) berarti sungai dan saluran drainase yang kapasitasnya tidak dapat menampung debit air di wilayah tersebut,” ungkapnya.
Sementara itu, Gubernur DKI Jakarta, Anies Baswedan, mengatakan Pemprov DKI Jakarta membuat target batas maksimal dalam menangani banjir di Jakarta. Batas maksimal yang dimaksud, jika curah hujan di atas 100 mm, banjir wajib surut tidak lebih dari 6 jam, jika di bawah 100 mm tidak ada genangan.
Namun, jika curah hujan di bawah 100 mm kemudian terjadi banjir atau genangan, Anies meyakini terdapat kesalahan manajemen.
“Kalau di bawah 100 mm hujannya maka seharusnya tidak terjadi banjir, tentunya ada sesuatu yang salah di dalam manajemen (jika terjadi banjir),” ucap Anies, di Balai Kota, Selasa (2/11).
Selain ukuran target curah hujan sebagai indikator banjir, Anies juga memasang batas maksimal tinggi muka air di sungai. Jika muka air sungai tak kunjung turun, maka target 6 jam daratan surut tidak terlaksana.
“Kalau air sungainya tidak turun turun maka banjirnya akan terus terjadi. Ini pengendalian kita menggunakan target,” kata Anies.
Tentunya, ucap Anies, Pemprov DKI terus melakukan evaluasi setiap wilayah atau titik-titik di Jakarta yang mengalami banjir, untuk menentukan target ataupun metode paling cocok diterapkan di masing-masing wilayah.
“Kalau kita tidak memiliki itu ukuran target maka kita akan kerja tanpa ada ukuran capaian.”
Target Anies berikutnya dalam penanggulangan banjir adalah tidak boleh ada korban jiwa.
